The project
Capita Symonds was appointed by Event Scotland to carry out a
study into the potential of Scotland hosting the 2015 Rugby World
Cup. The project involved determining whether it was beneficial for
Scotland to bid for the event and under what structure it should do
so. Therefore, a range of scenarios (solo bid, partnership bid or
Scotland-lead bid) were assessed, as well as a number of bid
partners.
Following the reduction of many options to a shortlist of four,
a detailed review was carried out, evaluating each one against a
range of criteria including ability to meet IRB technical criteria,
legacy impact, benefits for Scotland, economic impact for Scotland
and ‘winnability’.
The whole project was structured and carried out to meet the
Treasury’s Green Book guidance, thus ensuring that all necessary
areas had been considered and information provided to allow the
Scottish Government to make a decision on bidding based on Capita
Symonds’ recommendations.
