Executive Board

Meet our Executive Board Members:

Jonathan Goring, Managing Director

Jonathan has been Managing Director of Capita Symonds since March 2007, and a member of the Capita plc Executive Board since January 2011.

Formerly Executive Director of Capita Symonds’ Management division, Jonathan was a member of the Symonds management board when it was acquired by Capita in 2004. Prior to that he worked for Bovis, London & Metropolitan, RGCM and Mace where, at the age of 32, he successfully led BA’s £350m World Cargo Centre project.

He is a committee member of the Big Lottery Fund, and a trustee and director of Inventure Trust, a charity providing opportunities for disabled people to participate in the sport of sailing and a trustee of children’s charity Over the Wall. He sits on the committee of the Royal Ocean Racing Club and is a director of The Goring Hotel, London and The Spa Hotel, Tunbridge Wells.

Chris Booy OBE, Non-Executive Chairman

Chris Booy

Chris has worked in the construction industry for over 30 years.

Previously Executive Chairman of Symonds Group Ltd, he has a successful track record in obtaining and delivering a wide variety of major projects. Notable amongst these are the MoD Procurement Executive HQ at Abbeywood, Bristol and the new Wembley National Stadium. 

Chris is now the part-time Non-Executive Chairman of Capita Symonds and sits on its Executive Board. He is a Director of Dalkia and Chairman of Bristol Rugby and is also involved in a number of charities and institutions.

Tim Laurence CB, MVO, ADC, Non-Executive Director

Vice Admiral Tim Laurence CB, MVO, ADC joined the board of Capita Symonds as a Non Executive Director in 2011.

Tim brings to Capita Symonds the skills and experience developed during a distinguished naval career. He has been involved in all defence reforms since the 1990s. Latterly his roles as a key strategist and resource planner within the Ministry of Defence culminated in his appointment as Chief Executive of Defence Estates in 2007, where he oversaw the three year change programme which led to the formation of the Defence Infrastructure Organisation.

Tim’s interests in property, regeneration, defence, security and transport make his a natural appointment for Capita Symonds. As custodian for over 700 listed buildings, 1,200 scheduled monuments and 170 SSSIs whilst at Defence Estates, he has developed a strong interest in sustainability and regeneration.

Graham Cowley, Chief Operating Officer

Graham Cowley

Graham is responsible for the overall operational performance of Capita Symonds having previously headed our Regions business - building strategic partnerships with local government into successful private sector multidisciplinary consultancy businesses with wide ranging public and private sector clients.

He has extensive experience of infrastructure construction and maintenance services in public and private sectors.

Andrew Murray, Business Development Director

Andrew Murray

Andrew has executive responsibility for Capita Symonds' acquisitions, commercial management and strategic business development.

Over the last 15 years he has held a wide range of board positions - both operational and in growing the Capita Symonds business. This experience is now brought to bear on increasing sales focus and dealing effectively with the complex commercial opportunities and challenges presented by the market.

Andrew is also Executive Director of our Design, Management and Real Estate divisions.

Dave Spencer, Executive Director: Regions

Dave Spencer

With experience of delivering projects, asset management and planning services both overseas and around the UK, Dave is a Chartered Engineer and the Executive Director with responsibility for Capita Symonds' Infrastructure and Regions divisions.

Dave leads a diverse team of 1,700 property, transport and environment professionals supporting a wide range of customers with their short and long term asset needs.

Our Infrastructure team focuses on the design, management and security of major road, rail and aviation infrastructure across the world. Our Regions teams provides a full spectrum of professional services for the built environment to customers across the UK.  Providing these services via long term relationships with health, local governement and developer clients is a key aspect of our regional work and Dave plays a leading role in establishing and leading long-term partnerships to achieve financial, regeneration and service quality improvements.

Richard McCarthy CBE, Executive Director: Central Government

Richard joined Capita Symonds as Executive Director: Central Government in February 2012; he works across Capita Symonds and Capita plc with a focus on developing services to the public sector.

Prior to this Richard was the Director General, Neighbourhoods (and former DG for Housing and Planning) at the Department for Communities and Local Government. He was the Department’s lead official for housing, planning, regeneration, local economies, climate change, building standards and the European Regional Development Fund. Richard was also the Chief Executive of the Peabody Trust from 1999-2003, a major housing association and regeneration agency that operates across London, and also held senior positions at the Horizon Housing Group (formerly the South London Family Housing Association Group) and the Hyde Housing Association.

Richard was the Chair of the National Housing Federation from 2000-2003 and is past member of the JRF Housing and Neighbourhoods Committee. He received a CBE in the 2009 New Years Honours for his services to housing and planning.

John Southgate, Executive Director: Infrastructure & International

John Southgate

John is Executive Director responsible for growing Capita Symonds' Infrastructure and International businesses. He has over 20 years experience in the construction and engineering sector, including over 14 years spent within Capita. 

During this time he has had management positions within its QS, project management, environment, civils and transport teams and has introduced the company to new and expanding business areas both in the UK and internationally. Experience in the rail sector has given him both major projects experience and a client-side perspective.

Tim Jennings, Finance Director

Tim Jennings

Tim is Finance Director for Capita Symonds, responsible for the financial management and control of the business.

Prior to joining Capita Symonds, Tim has held several divisional Finance Director posts within The Capita Group Plc since 1997, including Capita’s property businesses for several years. Tim originally joined Capita in 1991 as Deputy Group Financial Controller. Before that, Tim worked at Halpern & Woolf Chartered Accountants (now part of Baker Tilley), where he qualified in 1989.
